port-vax: Can NetBSD boot be set up from VMS?

Is it possible to set up a Vaxstation 4000/60 to boot NetBSD from the disk
from VMS?  There aren't any removable media devices on this machine and
I can't get NetBSD to netboot on it.  Is it possible to write (from VMS) a 
bootable image to a spare SCSI disk and boot from that?  After that I should
be able to do the standard FTP install...Sort of like using the disk
as a tape device...
