that there is no entry explains why you cannot log in as root on the tty.
howon earth you got a getty on it is a mystery!

that is because qf is a pseudotty, which you might get if you rlogin'ed
or telnetted to the machine. Sf is the 16th serial line. qf is the
thirty-second pseudotty.
