You want to read Micronote #26, "Microvax II Multicomputing", where
it details the hardware requirements and the software interface.

In particular, in the preface it reads:

      The multicomputing capability  is  a  hardware  design  feature  of  the
      MicroVAX  II.  It allows a maximum of four MicroVAX II CPUs to reside on
      the same Q-bus.  Figure 1 below is a block diagram which shows how 2  of
      a  possible  4 CPUs may be configured on the bus.  One of the processors
      will be the arbiter and the others will be auxiliaries.
