There is no difference. The "RESTART" message means normally that the
machine has halted and tries to restart. If you type

>>>SET HALT 3

before loading the kernel you will get a halt instead and can see
what has happened.

I have just set up a monochrome /m38 and as soon as I get it to say
something to me I will fix this problems.
