It's possible to format MFM drives to a DEC flavored low-level format by
using the built-in disk formatting utilities included with the VAXstation
2000 ROM. Figuring out the format parameters for a an RD53 might be a bit
tricky. Somewhere buried in the list mailings there is information about
using the 2000's formatter to low-level format an RD32. So that's sort of
half of a pointer to some potentially useful information.
