Generally, problems with machines not booting off disks set at ID 0, are
related to the controller trying to poll the disk and boot off it, before
the disk is ready. This is more often a problem with the disk not being
spun up (expecially if the machine has just been powered up), or if the
disk isnt set to spin up, untill its talking to the bus.

These days, SCSI disks startup fairly quickly, and it is less of a
problem.
