This would appear to be the case.  On my VS3100/M38, the boot information
is correct between halt/restart cycles.  On my VS3100/M30 and M76, the
previous information gets garbled.  With a power reset, the information
shows up fine oneach of the those three models.

Still have to check the VAXstation 2000, MicroVAX 3100, MicroVAX II, and 
MicroVAX 3600.
