Subject: Revarp broken? in 1.4Alpha

The latest 1.4Alpha doesn't seem to boot revarp correctly. I'm trying to
netboot from a FreeBSD server. The boot program I'm using is Michaels that
was compiled to try RevARP first (rather than DHCP because of my DHCP
service issue)

Anyway, I've configured the vax on a switch with a virtual lan and only the
vax and its server live there, boot gets through to MOP and rarp to get the
kernel to boot but when the kernel trys to mountroot it trys DHCP first
(fails) and then trys Rarp and that fails too.
