Hmmm...  Under 1.3.2 I've never gotten a panic from my DEQNA, but then
some DEQNAs are just bad bad bad or so I'm told.  In all instances I've
ever seen, the qe0: ring overrun messages are due to network inactivity
rather than excessive activity.  My hack for a while now has been to run a
ping to my bootserver on a 2-5 sec interval to keep the qe0 device happy.

The ring overrun messages are *normal*, but the panic is obviously bad.
You may want to try the ping hack to see if it helps at all.

If you don't mind using a US based company, go to
http://www.ficompinc.com/ to get the company info. They don't list all of
their old surplus junk on-line, but the've got quite a stock of items.
They'll have spare DEQNAs for probably something like $30-$40US. No
affiliation blah blah, just a happy customer.
