I think this is a bootloader version thing.  With the most recent kernels
you need to use a newer version of the mopable bootloader.  Try using

  ftp://ftp.netbsd.org \
  /pub/NetBSD/arch/vax/snapshot/19981201/installation/netboot/boot.mop
