I wouldn't know about a Test command, but if you just examine the first six
registers (starting with the board's base address), the default PA reads out
in the low bytes (with ones in the high bytes).  This is assuming it's been
reset lately, if someone flipped a certain bit in the CSR you get the (8-byte)
PROM data in reverse order, starting with a funky weird checksum and then the
last 4 bytes of the default PA.
