[expanding on Ragge's concise statement]
Translation: You will need to get the second stage bootloader from
ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-1.3/vax/installation/netboot/boot
Copy this to the top directory level of the filesystem on /dev/ra0a, the
filesystem which more than likely is where your root partition lives.
You've already written the bootblocks to the disk drive, but this second
stage bootloader is necessary to get the kernel up and running. Make sure
you also have a kernel image in your root directory as well.
