It's in /usr/include/machine/stdarg.h. If it's not on your system, then
I'd question the success of your install. Running the following command I
was able to check out the presence of stdarg.h in usr.include.tar.gz from
the snapshot.

% gzip -dc usr.include.tar.gz | tar tvf - | grep stdarg.h
rw-rw-r--   0/7           2376 Sep 17 07:09 1996 usr/include/machine/stdarg.h
