There's no environment variable used for this. Were you in the
sys/arch/vax/conf directory when you ran config? Is the version of
config you're using matched to the version of the kernel (they both
have to be from the same date).

You wouldn't do that; it works like this:

	cd /sys/arch/vax/conf
	config GENERIC
	cd /sys/arch/vax/compile/GENERIC
	make depend && make

(The compile/GENERIC directory is created by config.)
