PUTR.COM (which I've plugged here before) can do both of these types just
fine, on PCs running DOS.  The sequence is as follows:

C:\>putr
(version banner)
(C:\)>format b: /rx50 /foreign    (or /rx33 -- the (C:\)> prompt is PUTR's own)
(C:\)>mount b: /rx50 /foreign     ("     ")
(C:\)>copy/file/dev xxxxxxxx.yyy b:
(C:\)>quit

I use PUTR all the time to transfer files to/from my 11/93, it handles the
DEC formats fine.  And for the PC-style formats, PUTR is a LOT faster than
RAWRITE.  The forthcoming version also knows how to handle raw SCSI devices
(through an ASPI driver) and is great for transferring lots of files at once
using Zip disks, or for use as above to load/dump disk snapshots.
