You forgot to look in Germany!  There's a mopable boot loader located at
ftp://ifib4.ifib.uni-karlsruhe.de/pub/NetBSD-vax/netboot.tar.gz or
http://www.carpediem.com/~brianc/projects/vaxen/netboot/netboot.tar.gz

The NetBSD/vax FAQ is in need of some updating.  I've been slacking on my
contributions to the FAQ.  Many apologies.
