Simple, while the SCSI device is there and operable the rom driver only 
supports boots from the then (1985) SCSI device being a TK50 tape. 

All the other boots in rom are for net(mop) and MFM disks via the onboard 
controller for that.  Now if you load via mop or floppy a small chunk of 
code to boot via SCSI disk it will!

So yes SCSI is supported only to the extent of the OS used.  FYI: VMS of the 
time (V4.x/V5.X) only supported that system for TK50 tape via scsi.  THe 
diags (MDM) would also boot(very slowly too!) via tk50 on that system.
