In NetBSD-1.2C, if_ether.h was in sys/netinet/
In NetBSD-1.2D, if_ether.h is in sys/net/, and parts of its former contents
is in sys/netinet/if_inarp.h.

If it doesn't work, you have a very mixed up code base... you should
either run a clean -1.2C or a clean -1.2D, but not mixed.
