  It's a VAX 8200.  It faults immediately upon powerup.  I've been
informed (thanks Roger!) that the fault LED on the front panel will
come on if any of the BI cards fail their self-test, and to check the
cards to see which one has its yellow fault LED on to further isolate
the problem.  I will be trying this tonight.
