O.K., this is what I've discovered.

After talking to my system admin (who has posted to this group) this is 
what I did.

I know that the HP SCSI disks and SCSI controller that I have worked under
the last version of NetBSD just fine.  So I installed these in the machine
and placed a label in the hard disk.  I'm pretty sure that it wrote the
label correctly because I turned the machine off and reloaded "edlabel" and
checked the label and it was just fine.

So I went to copy the "mini-root" over and it looked like it worked just
fine and I got no error messages.  So when I went to boot off of disk
using "ra(0,1)gennetbsd)" I also get the "unknown error: code 22" error.
I know that all this hardware worked perfectly with the old version of
NetBSD.

So unless I'm doing something wrong, it would appear to me that their is
something wrong with the software.

I would welcome any and all help and comments on this as this is just
a guess of a problem.
