If the compiler is picking up header files under /usr/include instead
of within the /usr/src/sys tree during kernel compilation, then there
is at least one -I directive missing.  You should always be able to
compile a new kernel from a new sys tree without installing the new
header files first.

Or have I missed something?  This seems extremely obvious to me...
