You are probably running the INSTALL kernel because the
NetBSD 1.3.2 miniroot installs that kernel rather than
offering to install the GENERIC kernel found in:

  .../NetBSD-1.3.2/sun3/binary/kernel/netbsd-gen.gz

The miniroot install script needs updating so it will
ask which kernel to install and then do it.

The complication is that the old 3/50 needs the INSTALL
kernel and the other machines want the GENERIC kernel.
They are both in the above location.
