There is a new release snapshot here:

ftp.netbsd.org:/pub/NetBSD/NetBSD-1.3_ALPHA/sun3/19971212

This one is in the format that the release will have
(as opposed to a snapshot a la src/etc).  See below.

The sources on which this was based were from 19971212,
except for the src/distrib stuff which is as of today.
