Subject: When Installing from tape for 1st time says Device not configured

I am trying to install from tape.  I am using a hard disk that was previously
partitioned and labeled under sun3-os 4.1.1.  When I try edlabel /dev/rsd0c
it says Device not configured.  How do I configure my disk for NetBSD?
