You mean opcode 0x12 (defined as INQUIRY in scsi/scsi_all.h)?  Yeah, my
-3/260 with the sc card has a problem like that; opcode-12 commands
transfer zero bytes.  I'd been wondering whether it was something wrong
with the way I was poking the sc card or a fault of the antique
hardware on the other end of the scsi chain....

Is this - completing successfully but transferring zero bytes - what
you mean by not responding at all?
