I think it doesn't actually _need_ more than a couple.

That sounds normal, if you just run the server from the command line.

I haven't looked to see what's in the .tar.gz file, but you'll need at
least a few X clients; xterm and twm would be a reasonable pair to
start with.

I haven't looked at R6...but based on my experience with older version
of X, you can't. You need to either send it a signal or you have to
have at least one client connect, and then have all clients disconnect.
