That smells like a hardware problem, IDE cables get old and cause
failures in weird places. An U10 is certainly old enough to do this.
What I'd try, not necessarily in this order:
- reseat all the IDE connections, check the connectors for damage,
  rust, dirt etc.
- replace the IDE cable
- try to boot something else, like Solaris, to see if the problem is
  NetBSD-specific.
