If you don't spin it up manually, does it still work fine?

A while ago I noticed NetBSD doesn't spin disks up during device
config before starting init(8) any more.  It now defers spinup to the
first access, like when they are first mounted or when you type
'disklabel' to look at their slices.  For me it also does print the
SCSI error during device config, but it doesn't do anything about the
situation until you actually access the disk.
