No.
The ATI Rage is on the mainboard and the db15 connector you noticed is
its output.
Of course it's still possible that you have an actual card with an ATI
Rage on it but then NetBSD would have found two of them ;)

The easiest way is to grab an iso image, burn it and boot from CD.
There /should/ be binary snapshots including iso images on
http://releng.netbsd.org but apparently not for 3.0 BETA right now ( or
maybe I'm just blind, who knows ) - anyway, if you don't find an iso
image on releng I'm sure some of the other folks on this list could tell
you where to get one.
