Do the cursor keys send keycodes? ( use xev to check )
If they do the driver does what it's supposed to do and the keymap is
wrong. You can stop looking for people who 'got sun keyboards working
with xfree86' - plenty of them are on this list, I'm using a type 5c us
with UNIX layout right now.

It would really help if you included your XFree86.0.log so we can see
what's really going on.
