As James wrote: The "s" is for "system" or "superuser", not "static".
"bin" contains binaries for all users. Have a look at what binaries are
in what directory. (sh/ksh/csh, ls, ln, cp, rm, ... in bin and fsck,
mount, ifconfig, init, newfs, ... in sbin)
