You have to create "SMALL" UFS partition for ofwboot.

See http://www.netbsd.org/guide/en/chap-rf.html.
I'm using NetBSD 2.0RC1 on ULTRA30. RAID-1 as /. =

It seems that it is necessary to make it be the
same as NetBSD 1.6.x's example with sparc64 system.

My system's Disk label is
....
bytes/sector: 512
sectors/track: 509
tracks/cylinder: 4
sectors/cylinder: 2036
cylinders: 17457
total sectors: 35566480
.....
# size offset fstype [fsize bsize cpg/sgs]
 a: 10505760 2036 RAID =

 b: 1050576 10507796 swap =

 c: 35566480 0 unused 0 0 =

 d: 24008108 11558372 RAID =

 e: 2036 0 4.2BSD 1024 8192 344 =

partition a: RAID-1 volume for /
partision d: RAID-1 volume for NFS export
and
partition e: UFS partition for ofwboot

[BOOT]
ok boot disk:e
or set NVRAM parameter
ok setenv boot-device disk:e disk1:e
ok reset
