That worked like a charm!! Thank you!  

Here goes the summary of the issue. 

 
1. Install NetBSD-1.6(Stable)/sparc64 with all default
options. IPFilter enabled in GENERIC32. (option
GATEWAY was commented out by default) 
2. Edited the /etc/defaults/rc.conf to enable ipfilter
3. Rebooted. 
4. #sysctl net.inet.ip.forwarding
net.inet.ip.forwarding = 0
This will cause IP NATing to fail. 

Resolution:
add the following line to /etc/sysctl.conf
net.inet.ip.forwarding=1
reboot.
