Uhm, what do you expect to configure on sparc64 hardware?
OFW already did it and NetBSD just uses that settings.

Ah. Do boot from CD again, mount the root partition (say on /mnt), goto
/mnt/dev and run "sh MAKEDEV all" there.

An easier way to install is to boot the netbsd.INSTALL.gz kernel and
use sysinst - it will do all this for you.
