Are your kernel and userland in sync?  (i.e. are you using GENERIC from the
same snapshot as userland?)

A newer version of ipfilter was imported relatively recently into -current,
and if your userland is not up to date, ipf will probably not work
correctly.  (ipf is one of the few places where the ABI does change from
time to time.)
