If you are willing to ship in EU, which isn't usually an additional 
burden, at least regarding taxes, eBay could give you more exposure.

I often look for vintage replacement parts for my systems and it is 
getting harder and harder, I often got it from the EU. Some years ago I 
went and got it from Japan or Israel because I had no hope, but it was 
expensive and now with more taxes and tariffs it will be worse.
I cannot go through individual local sites to check, even if the value 
is better!

Also, there are "professional dealers" with unreasonable prices, so 
something fine

Indeed. Testing them with the brittle plastic is just a risk by itself.

I can also think that some of these cards are a bit "niche" in use, who 
sets up Fibre at home? video cards, memory cards, standard ethernet cards

I think it is hard to "reach" the buyers, but they are there.
