Tried it too:

IPX with 64 MiB (4x16 SIMMs), same 2.9 PROM, netbsd 9.0 GENERIC kernel:
* console on onboard GX: works fine
* console on TGX+ 501-2253 in slot 1 (if 3 is onboard?): same symptoms as you!

So it's not your system only or the 501-2955 in general, it seems to
be a more general issue.
(this 501-2253 is known to work in a SS20).
