Strange, no CVS directory? Something is wrong with the checkout, I'd say.

This directory does not exist in -current anymore, maybe somewhere on the
path to /usr/src a -rnetbsd-9 got lost? Normally you would have a CVS
directory in each source directory and a CVS/Tag file with a single line
of "netbsd-9" in it.

I extracted the source tree on a different (Linux) machine, copied over the contents of that subdirectory, and userland built just fine.  Obviously some sort of cvs synch glitch.
