If the code that does the ScreenSaver management is all in
xsrc/xfree/xc/programs/Xserver/os/WaitFor.c then I suspect that the
changes to implement DPMSExtension were not properly tested again in
environments without DPMS.  There seems a whole lot of logic in the
DPMSExtension-only code that might explain the behaviour we're seeing.
