Not quite. Virtual consoles are a function of the display driver so any
sparc with a cg6 can use them in 3.0, with a some fiddling ( not much,
though). It's not enabled by default because not all display drivers
have been converted to wscons yet. Besides i386 - at least sparc64 has
virtual consoles enabled by default these days.
