You need to get /dev/MAKEDEV from sparc64 tarballs. Both sparc and
sparc64 have same majors, but there are missing items each other
(ex. wd*).

Why MAKEDEV is in base set?
If MAKEDEV is in etc sets, we can say for 32-bit sparc64 mode that
use sparc installation sets except for etc set.
