This may be a dumb question, but is there a webserver installed in 1.5.1
   when you install all the sets?  I can't find one, should I just download
   apache and install it?


there is no default web server in NetBSD.  there are multiple
choices available in pkgsrc, however...looks like you can 
choose between apache, bozohttpd, thttpd and w3c-httpd... i
like bozohttpd myself but i'm biased :-)
