I have been told by other members of the NetBSD community
that it is badly implemented, and that they are aware of this fact,
and that they have assigned someone to go through the NetBSD and
FreeBSD implementations with a fine-toothed comb to find out what
further improvements need to be brought over.

At least, this was my understanding.

No, tunefs is something that you can make relatively
idiot-resistant. Unfortunately, /etc/fstab isn't.

Now, if there were a gateway program that would not allow
anyone (not even root, at least not in multiuser mode) to make a
change to /etc/fstab that could potentially make it non-parseable or
otherwise munge it in some way, then you would be able to make it
more idiot-resistant. However, doing so would also obviate the
advantage of having a simple text file that stores this information.
