Sounds to me like a bad floppy drive. I ran into similar problems on my 
IPC. I ended up
borrowing a floppy drive out of a friends SS2 and using it to boot the 
install image. Once
it was booted and had a working install I put both machines back 
together and returned
his. Your milage may vary, of course. :)
