Oh.  I thought the "restrict" keywords only referred to the ability
to make modifications, e.g. via "xntpdc".  No wonder it hasn't been working!

(I guess I'm still troubled by the fact that my clock is this bad - I ran
 "ntpdate" again this morning, and it was already off by 3.94 seconds, in less
 than half a day.  That's pretty bad ... )
