This is a one-liner with xmodmap - I can dig it out (on another machine,
currently powered off) if you like.  By default, you get US keymapping, which
is not exactly surprising.  There's probably nicer ways to fix it, depending
on your window manager, but I don't know what they are under fvwm2, so I just
use xmodmap.
