I have given up on building it from pkgsrc.  I still
can't get it to work even when I compile everything myself.

I am using apache 1.3.11.  apachectl startssl generates
the following errors:

/usr/local/bin/apachectl startssl: httpd could not be started

If I look in ssl_engine_log I see this:
