By default, "/usr/local/*" is not populated by any NetBSD distribution. Hence,
by default, pointing roots shell to /usr/local/bin/bash would result in an
unbootable release.  I can guarantee you that at no time has NetBSD ever
been distributed with a "/usr/local/bin/bash" shell for root.
