Actually, IIRC, the PROM is what is failing over to the serial port,
not NetBSD.  It [the PROM] assumes that since you don't have a keyboard,
you'll want to use a terminal.

The easiest thing I can think of is to try putting the modem on port B, or
specify the serial console as port B... of course, I don't know if that'd
be a problem with your specific setup, but that's my $0.02
