I have xdm fire up an xconsole in /usr/X11R6/lib/X11/xdm/Xsetup_0 like:
xconsole -geometry 480x130-0-0 -daemon -notify -verbose -fn fixed
-exitOnFail

and its fine.  of course that gets run as root.

(this is 1.4.1 on a sparc)
